Ideas on how to evacuate the Pime Minister from London in case of attack were being prepared as early as the 1920's, but it was eventually decided that the public might think their leaders were deserting them. So instead plans for a fortified Central War Room were hatched. The site they chose was nothing more than the basement storage rooms of the Office of Works, but it was chosen as it was the strongest structure in Whitehall and positioned conveniently between Parliament and 10 Downing Street...
